Part one: the company behind the site
The en-AU footer names Complete Technologies N.V., registration number 133283, Curaçao, holding Curaçao Gaming Authority licence OGL/2024/923/0383 dated 24 March 2025. Payments are processed by VIVIYAN CORP LIMITED in Cyprus. The site says it launched in 2022 and lists 64 game providers, which is consistent with a mid-sized operator rather than a pop-up.
A named company, a licence number and a payment agent are the minimum for a casino to count as a real business. WinSpirit meets it. What we could not do is confirm the licence at a public validator with the number alone; the Curaçao Gaming Authority publishes certificates by operator link, and we did not find one on the AU pages. That is why the licence row on the review is scored 7 and not higher.

Part two: the Australian position, in the operator's own words
Most offshore casinos leave the law to the fine print. WinSpirit's homepage carries a paragraph headed Licensing, Compliance and the Interactive Gambling Act. It states that the operator holds a Curaçao licence rather than one issued by an Australian regulator, that the Act restricts locally licensed operators from offering online casino games such as pokies and roulette to Australian residents, and that it remains each player's responsibility to check the rules in their own state or territory.
That is an accurate summary. Online casinos are not licensed in Australia and cannot be. The Act is enforced by the Australian Communications and Media Authority against operators and, increasingly, against sites that promote them; ACMA asks internet providers to block the domains it lists. The person playing is not the target of the Act. Whether you are comfortable holding a balance with an operator that Australian law does not regulate is a decision about you, not about the casino's paperwork.
Part three: blocked addresses and the one that works

The same day, AskGamblers showed a rating of 8.7 out of 10 with a certified badge. We have not read every complaint, and we do not turn other sites' scores into ours.
